Dr Elicanah Moenga Mosiori, who serves as Director of Human Resource Management and Development at the State Department of Technical and Vocational Education and Training (TVET), has been named a National Hero 2025 during this year’s Mashujaa Day celebrations.
The national honour recognises Dr Mosiori’s strong ethical standards, exemplary leadership, and far-reaching role in revolutionising human resource management within the public service.
Through his stewardship, HR systems across TVET institutions have been strengthened, promoting efficiency, accountability, professionalism, and a results-oriented culture among public servants.
Following the announcement, Dr Charles Koech, OGW, Chief Principal of Eldoret National Polytechnic, released a congratulatory message applauding the recognition accorded to Dr Mosiori.
“Dr Mosiori’s recognition as a National Hero is a proud moment not only for the State Department for TVET but for the entire nation,” said Dr Koech.

“His dedication, integrity, and visionary leadership have consistently raised the bar in public service and continue to serve as an inspiration for all of us in the education and training sector.”
Since assuming leadership of the human resources function at the State Department for TVET, Dr Mosiori has overseen wide-ranging reforms, including improved operational efficiency, transparent, merit-based recruitment processes, and targeted staff development initiatives to enhance institutional performance.
Dr Koech added that the honour underscores the value of people-centred leadership in national development.
“As a leader who places people at the heart of policy and systems, Dr Mosiori has empowered many and redefined how we approach leadership in public service. His example challenges us all to lead with purpose, integrity, and a deep commitment to national development.”
