TSC: Why teachers promotion letters have been delayed

TSC CEO Dr Nancy Macharia when she appeared before Parliament recently, assured lawmakers that the delay in issuing promotion letters was being addressed with urgency and transparency.

The Teachers Service Commission (TSC) has finally addressed the delay in releasing the largely awaited teacher promotion letters, pointing out pending Treasury funding, internal administrative procedures, and ongoing consultations with key stakeholders as the main reasons.

In an internal memorandum dated May 14, 2025, TSC CEO Dr. Nancy Macharia addressed all Regional, County, and Sub-County Directors, reassuring them that interviews had been concluded. After identifying successful candidates, the formal release of appointment letters hit a few procedural snags, she said.

Please be informed that while the promotion process has been concluded and successful candidates identified, the release of appointment letters has been delayed due to the following considerations, the memo reads.

Dr Macharia pointed out that the delay is due to the pending release of funds from the National Treasury, which has affected the implementation timeline, and ongoing internal verifications to ensure compliance with public service regulations.

The TSC also engages with the Public Service Commission and teachers’ unions to ensure the rollout is transparent and free from contestation.

“The verification process is crucial. We don’t want a situation where promotions are reversed due to oversight or non-compliance, she added.

Dr. Macharia urged directors at all levels to ensure the information was accurately relayed to affected teachers and advised them to exercise patience as the process was finalised.

“We acknowledge the anxiety among affected teachers and stakeholders. The Commission is working diligently to resolve the remaining issues and will communicate the exact dates for the release and dispatch of promotion letters in due course,the statement adds.
