TSC warns Principals against withholding school leavers certificates

The Teachers Service Commission (TSC) has warned Principals who continue to withhold learners KCSE certificates.

Addressing the Principals on Thursday June 27 during a plenary discussion, the Commission Teacher Professional Management Director Dr Reuben Nthamburi told the Principals that they should follow what KNEC Act which states that no one should withhold certificates.

Nthamburi was amused with audit reports which indicated that some Principals still withhold student’s certificates warning them that  they will be on their own if  found.

He also asked them to fully follow what the law says and where they find that they don’t understand, they should seek advice and clarifications from the Commission’s offices from the sub-county level.

“Please follow the law of the Kenya National Examination Council since the Act is binding to all of us. If that law is used and you’re written to show cause why, I am not able to defend because it is law. Please, why don’t you follow the law?” said Nthamburi.

He also reiterated to the Principals not to delegate audit meetings with auditors from the Office of the Auditor General when they visit their schools to carry out the audit, since schools have now become part of the audit units by the Government.

“The day the auditors come to your school, do not delegate the entry meeting. Make sure as a Principal you are present in the entry meeting with the auditors so that when they raise issues in the beginning and in the exit meeting, before they write the final report you are able to sort the issues which had raised,” he said.

Regarding those teachers who are being guaranteed loans from financial institutions and later fail to honour part of their bargain or even changes the pay point, Nthamburi said that such an action is a professional misconduct and such cases need to be reported to TSC County Directors for action.
