TSC unveils nomination guidelines for 2025 examination centre managers, supervisors and invigilators

The Teachers Service Commission, (TSC) has unveiled the nomination guidelines for the 2025 KCSE, KJSEA, KPLEA, KPSEA and KILEA examination and assessments centre managers, supervisors and invigilators who will be involved in the administration and management of exams.

In a circular dated September 2, signed by the TSC acting CEO Evaleen Mitei and directed to TSC sub county directors, the commission outlined the guidelines that will help in the success of the examination administration.

“In preparation for the administration of these Examination and Assessments, the Kenya National Examinations Council (KNEC) would wish to have for the details of all Heads of Institutions (Hols) and Teachers who will be appointed and engaged in the activity as Centre Managers, Supervisors and Invigilators.” The circular reads.

“In this regard, you are requested to identify, vet and nominate Centre Managers, Supervisors, and Invigilators who will be engaged in the administration of these Examination and Assessments. After identification, vetting and nomination, you are expected to deploy these personnel into the CP2 system by 26th September 2025, through the following link/URL: http://cp2.knec.ac.ke.” it continues.

The TSC has therefore urges the commission’s sub-county director to ensure adherence of the following instructions during recruitment and deployment:

Heads of Institutions (Hols) and teachers to be deployed must be qualified, employed and registered by the TSC. The personnel nominated and deployed should be of high integrity and not easily compromised.

The Identified Centre Managers, Supervisors and Invigilators must register in the CP2 system for them to be deployed to manage the 2025 national examination and assessments;

The commission further stated that no supervisor or invigilator will be deployed in a school they have served in the last three (3) years. The CP2 system has been configured to this effect.

Additionally, supervisors and invigilators should not be deployed to Centres that they have vested interest. They will be required to declare interest in the Examination Centre they are posted to. To this end, KNEC will email the declaration form to the Sub County Directors who will share with all the Centre Managers.

They will in turn be expected to print and give to the Supervisors and Invigilators to declare interest. Supervisors and Invigilators confirmed to have interest in the Centres they are posted to should be redeployed to different Centres. The Centre Managers, who should also declare interest, will then submit the forms to KNEC together with the attendance register.

Centre Managers will be required to verify the Supervisors and Invigilators posted to their Centres by confirming their details and workstations. They shall thereafter be required to take daily online attendance in the CP2 system right from the rehearsal day. The online attendance registers will be downloaded and printed at the end of each examination or assessment period. They shall be signed by all the Officers involved, stamped by the Centre Manager and the SCDE for submission to KNEC.

Teachers for Stage-Based Pathway shall invigilate their own Learners. For every ten (10) Learners, there should be one (1) Invigilator. These Invigilators will also be required to sign declaration forms. There shall be no Supervisor or Centre Manager deployed for KILEA and KPLEA Centres.

TSC also clarified that, for every two hundred (200) candidates, one (1) supervisor should be deployed; no supervisor should be deployed for hosted Centers; as those with both KJSEA and KPSEA candidates will be allocated independent Supervisors provided each assessment meets the minimum requirement of thirty (30) Candidates.

For every twenty (20) Candidates, one (1) Invigilator should be deployed. You are required to deploy Invigilators to hosted Centres based on the number of Candidates in the hosting Examination Centre;

For centres with candidates who are Touch Readers (blind) suggested that there should at least have one invigilator who is conversant with braille.

Both Hosted and Hosting Centres must have their own Centre Managers. However, the hosting Centre Managers will be expected to collect and return examination materials from the Containers; while for each of the examination/assessment categories, the nominated Supervisors and Invigilators should meet the following requirements:

TSC said that for KCSE – Supervisors must be serving Secondary School Teachers employed by TSC or registered with TSC with a minimum qualification of Diploma in Education or higher, preferably Senior Teachers or Heads of Departments. Invigilators MUST be serving Primary School Teachers employed or registered with TSC and have a minimum of three (3) years teaching experience.

KJSEA – Supervisors must be serving Secondary School Teachers employed or registered with TSC with a minimum qualification of Diploma in Education or higher, and serving Primary or Junior School teachers with a minimum of three (3) years teaching experience.  These Supervisors MUST have at least supervised national examinations and assessments. Invigilators MUST be serving Primary School Teachers employed or registered with TSC and have a minimum of three (3) years teaching experience.

KPSEA – Supervisors must be serving Primary School Teachers employed or registered with TSC with a minimum of three (3) years teaching experience and invigilated national examinations and assessments. Invigilators MUST be serving Primary or Junior School Teachers employed or registered with TSC and have a minimum of three (3) years teaching experience.

KCSE Supervisors will be rotated on weekly basis. The outgoing Supervisor must prepare brief handing over notes for the incoming Supervisor.

The commission also warned that during KCSE Oral and Practical examination papers, only supervisors shall be required to be at the Examination Centres as Sub-Counties that have a challenge with recruitment are encouraged towrite to sl@khec.ac.ke indicating the reason and assistance will be provided.
