The Teachers Service Commission (TSC) has introduced a new standardised clearance form designed to streamline the issuance of Statements of Professional Standing for teachers.
In an internal memo dated August 4, 2025, addressed to four directors — Teacher Professional Management (TPM), Staffing, Human Resource Management & Development (HRM & D), and Teacher Discipline Management (TDM) — the Commission noted a surge in requests for the statement from teachers nationwide.
“For consistency and standardised clearance processes, the Commission has developed a clearance template form,” read part of the memo signed by Acting Commission Secretary/CEO Evaleen J. Mitei.

The form, which will be implemented immediately, requires multiple directorates to verify a teacher’s disciplinary record, study leave clearance, financial status, posting history, and registration before approval can be granted.
The Director of Teacher Professional Management will make the final clearance decision.
The Commission has also emphasised the importance of accountability among staff members handling clearances.
With the new system in place, TSC aims to eliminate bureaucratic bottlenecks and enhance service delivery for teachers seeking to advance their careers both locally and internationally.
