CSO SNE cry foul as TSC once again omits D1 and D2 promotion slots

The Teachers Service Commission (TSC) has been put on the spot just a few hours after releasing an advertisement for promotions in the 2025/26 financial year.

In what most stakeholders in the special needs sector described as the Commission’s usual disregard for the department, the TSC has failed to provide slots for promotion to D1 and D2 job groups for SNE officers, as it did for those wishing to be promoted to job group C5 in the same post.

The Curriculum Support Officers in Special Needs Education (CSO SNE) lobby group, together with professionals living with disabilities, questioned why the commission consistently sidelines teachers and officers in matters of promotion.

“How come that SNE officers are mistreated when higher promotions are advertised? Examining the recently released advertisement, CSO SNE officers are not in the C5 to D1 and D1 to D2 ranges. The advert only mentioned the promotion of CSO SNE to C5. Where do they go after C5?” asked Madibo Okanyany, a member of the special needs professional group.

The lobby has threatened to petition the Commission for not being sensitive and fair to the special needs group on matters of promotions.

TSC has once again found itself entangled in unfairness, as it did in 2023, when the same lobby group and officers blamed it for giving few slots to SNE compared to their regular colleagues. TSC has advertised 21,313 promotion slots for teachers and curriculum support officers for the 2025/26 financial year.

Teachers who have stagnated in job group C1 have been given 4683 slots. Interested teachers have been given until August 25th as the deadline for the application.

In contrast to earlier advertisements, TSC has made public the promotion guidelines, including the score sheet that was previously kept secret until the interview day.
