Teachers Service Commission (TSC) has requested a total of Ksh 2.17 billion to promote teachers in the next 2023/2024 Financial Year which starts July 1, 2023.
While appearing before the National Assembly departmental Committee on Education on February 14, 2023; the Commission Secretary and Chief Executive Officer (CEO) Dr. Nancy Macharia told the legislators that the budget will be used to promote a total of 12,634 teachers.
“The Commission requests for an estimate budget of Ksh 2.17 billion to competitively promote 12,634 teachers in the Financial Year 2023/2024,” said Dr. Macharia.
The estimated budget entails a total of Ksh 600 million to promote a total of 4,595 primary school teachers from a promotional grade of C1 to C2.
Another Ksh 1 billion to promote 4,750 diploma teachers from C2 to C3; Ksh 400 million to promote another 2,637 graduate teachers from C3 to C4; and Ksh 175.03 million to promote a further 652 graduate teachers from D3 to D4.
TSC promoted a total of 4,006 teachers in the FY 2019/2020 and 16,032 in the FY 2020/2021, while 2019/20 FY the Commission promoted a total of 5,034 teachers and 94,176 teachers in the 2020/2021 FY on common cadre.
And in the current 2022/2023 FY which ends June 30, 2023 the Commission is planning to promote a total of 11,258 teachers in the common cadre promotions which entail 5,436 primary school teachers who will be promoted from grade B5 to C1, a total of 614 teachers from grade C1 to C2 and 5,208 teachers from C2 to C3.
At the same time, the Commission has stated that it is set to review the 2021-2025 Collective Bargaining Agreement (CBA) more specifically the salary component with an aim of motivating teachers.
“The Commission negotiated a non-monetary 2021-2025 CBA with the teacher unions pursuant to the advisory from Salaries and Remuneration Commission (SRC). Further it was agreed that the CBA would be reviewed mid-term pursuant to improved economic status of the Country,” said Dr. Macharia.
