TSC pledges to involve teachers and unions in new promotion guidelines

The Teachers Service Commission (TSC) has committed to developing comprehensive and transparent promotion guidelines that will be created through stakeholder participation, including teacher unions and the teaching fraternity.

This response is in response to the National Assembly’s Departmental Committee on Education, which has demanded clearer procedures following complaints about inconsistencies in teacher promotions.

“In compliance with the Committee’s resolution Number 4, the Commission has resolved that going forward, it will develop, publicise and disseminate Promotion Guidelines setting out standardised promotion criteria and procedures,” TSC stated in its report.

The Commission emphasised that the process will be inclusive and guided by the Constitution. “In developing the Guidelines, the Commission will undertake public participation as required under Article 10 of the Constitution,” the report said.

Teacher unions and associations have long advocated for a more transparent and structured promotion framework. Responding to these calls, the Commission stated, “To this end, the Commission will consult with key stakeholders, including teacher unions, Associations and teachers in general, before the same is adopted.”

The Commission further pledged to uphold constitutional values of fairness and inclusiveness, ensuring that affirmative action would be a key part of the new framework. “The Commission will ensure total compliance with the Constitutional principles of equity, inclusiveness and non-discrimination,” it affirmed.

While addressing concerns about marginalised areas and vulnerable groups, the TSC reassured Parliament that it would implement affirmative action in line with its policies and constitutional expectations.

The report stated, “The Commission will apply the principle of Affirmative Action in its promotion processes, while adhering to the provisions of its policies regarding eligibility for promotion.”

TSC hopes that the new guidelines will restore confidence and ensure that all teachers are evaluated and promoted fairly, based on transparent criteria.

By adopting this consultative approach, TSC aims to institutionalise accountability in promotions and align its human resource management practices with the evolving needs of the education sector.
