The Teachers Service Commission (TSC) is set to begin the deployment process of 1,436 primary school teachers to junior secondary schools, following a rigorous vetting process that confirmed their eligibility for the new roles.
This move follows the receipt of 3,718 applications from primary school teachers expressing interest in transitioning to junior secondary. After validation at the Sub-County and County levels, only 1,436 met the required qualifications.
The deployment directive was issued in a circular dated August 13, 2025, signed by Eveleen Mitei, the Acting TSC Secretary/CEO.
The circular outlines strict criteria for deployment whereby, only teachers qualified to teach in secondary schools are eligible. Requirements include active TSC registration, current service under the Commission, and no ongoing disciplinary action.

Academically, candidates must hold at least a Diploma in Education, with a C+ at KCSE (or equivalent) and a C+ in two teaching subjects. Notably, Bachelor of Education (Primary Option) holders are excluded from the deployment.
Upon deployment, teachers will be regraded based on qualifications. Those with a Bachelor’s degree at Grades B5 and C1 will be appointed to Grade C2, while Diploma holders at Grade B5 will move to Grade C1.
The Commission also directed that teachers be retained in their current stations or nearby schools where possible, with attention to gender balance and subject combinations.
All deployment processes will be conducted online via the Posting, Entry/Exit Reports Module, as TSC has discontinued the use of hard copy casualties.
