TSC tasks Regional, County Directors to consolidate staffing data in schools

The Teachers Service Commission (TSC) has ordered all Regional Directors and County Directors to consolidate all staffing data in their areas of jurisdiction and submit them to the commission through dirstaffing@tsc.go.ke  on or before May 8, 2023.

The information emerged through a memo seen by Education News dated April 25, 2023 written by the acting Director for Staffing, Lilian N. Mwangi.

“You are required to validate data (completeness & accuracy) before submission. The Template is attached and has five sheets (Primary, Primary Special, teachers in Special Schools, Junior Secondary and Secondary).

“Data collected should also be captured on TMIS and observe the timeliness,” the circular directed in parts.

Under the primary school staffing data, the directors are expected to provide the following information; the numbers (has to be actual) as the head teachers are warned against giving wrong data.

The number of classes MUST be determined by the teacher pupil ratio (1:50) while the establishment is total number of classes plus one. Also staffing positions MUST be prepared in excel sheets and in the template should not be altered.

At the secondary school level, they are supposed to submit; the number of classes as per the enrolment available, the numbers which has to be actual.

In subject combination, shortages/excess should be put in one cell as the staffing positions be prepared in excel with no template altered.

On the other hand, under Junior Secondary School, the directors are asked to consider all the newly recruited teachers and those deployed from primary schools and learning area combination shortage has to be equivalent to the total number of shortage declared and should be recorded in order of priority on top of the information from primary school staffing data.

Lastly, under special primary schools/ units staffing data as at end of term 111, 2022. The number of classes must be as per Special needs staffing norm which is: MH 1:10, MH (severe)-1:4, Autism -1:4; PH- 1:15; CP-1:4, Hi 1:12; VI 1:15 and Deafdlind- 1:1.

Numbers which are actual together with preparing the staffing positions in excel is advised, as units without learners but with teachers has to be declared.

At the same time, the TSC County Directors are asked to keenly scrutinise the data for accuracy before submission.
