The Teachers Service Commission (TSC) has planned a comprehensive retooling exercise for senior secondary school teachers nationwide, aimed at enhancing the implementation of the Competency-Based Education (CBE) system.
The training, scheduled from July 28 to August 15, 2025, is part of a national strategy to equip educators with the practical knowledge and skills necessary to effectively deliver the new curriculum.
The in-person training will follow an innovative cascade model, taking place in selected county venues and special centres for teachers handling learners in specialised pathways. According to the circular issued by the TSC Director of Teacher Professional Management, Dr. Mugwuku Nthamburi, the cascade will be carried out in three phases: master trainers, trainers of trainers (ToTs), and finally, classroom teachers.
“The master trainers will train the trainers of trainers (ToTs) for 5 days,” the document reads. “The ToTs must have at least a teaching subject listed in Table 2.”
The curriculum targets teachers from STEM, Social Sciences, and Arts and Sports pathways, with a strong emphasis on Special Needs Education (SNE) instructors. It also extends to teachers from vocational centres, private schools, and special institutions catering to learners with visual, hearing, and physical impairments.

“The SNE teachers will be clustered according to their areas of specialisation (HI, VI, MH, PH),” said the official guidelines.
To ensure effective delivery and support during the training, three ToTs will guide each group, and regular support and monitoring will be conducted by master trainers. The document further outlines accommodation plans, stating: “The exercise will be residential for ASAL and SNE but non-residential for non-ASAL.”
The retooling will reach over 35,000 teachers across all 47 counties, with Kiambu, Kakamega, Bungoma, and Nakuru among those with the highest numbers of participants, as shown in Table 5 of the circular.
The TSC has urged county education directors to identify suitable venues with adequate infrastructure and submit detailed training reports.
“Prepare teacher training report and submit to the Director TPM,” instructs the directive from Dr. Nthamburi.
With Kenya’s CBE system now at the senior school level, this training marks a pivotal phase in equipping educators to nurture learners in career pathways aligned with national goals.
