TSC rolls out digital transfer system to streamline teacher deployment, transfer

Teachers seeking transfers across Kenya will now do so online, following the launch of a new digital platform by the Teachers Service Commission (TSC) aimed at improving efficiency, transparency, and equitable staffing in schools.

The Teacher Transfer Module, which begins a three-month pilot phase on August 18, 2025, will allow teachers to submit transfer and swap requests through the TSC website eliminating the need for physical follow-ups at commission offices.

In a circular addressed to Regional, County, and Sub-County Directors, Acting TSC CEO Evaleen Mitei said the system is part of the commission’s broader digitisation agenda under its 2023–2027 strategic plan. “The module is designed to manage this critical function while promoting automation and institutional transformation,” she stated.

The platform introduces several features, including automated matching, subject and level-based filtering, structured timelines, and real-time notifications. Teachers will be able to access and accept requests based on school level, whether primary, junior, senior, or teacher training colleges and relevant subject combinations.

To minimise disruption to learning, approved transfers will be implemented during school holidays, except in emergencies supported by evidence. Once approved, digital transfer letters will be sent directly to heads of institutions via official email, with any delays beyond five working days automatically escalated to the next-level supervisor.

Teachers will be allowed to submit mutual swap requests before completing five years of service. If no suitable match is found within 90 days, the system will issue a 90-day extension notice. After 180 days without a match, a regret letter will be sent to the applicant.

The module also enforces a minimum tenure requirement, stating that teachers must serve at least three years in their current station before applying for transfer, unless the commission initiates the move under its mandate.

To ensure accountability, all transfer requests will undergo validation by panels at Sub-County, County, Regional, and Headquarters levels before final approval. The system will be fully integrated with the Teacher Management Information System (TMIS), the Entry-Exit System, and the Electronic Document Management System for seamless record-keeping and updates.

Mitei outlined the benefits of the new system as reduced paperwork, lower travel costs, faster processing, and improved accuracy in matching teachers to vacancies. “The module will enhance turnaround time, reduce manual workload, and enable teachers to apply for mutual transfers with greater flexibility,” she said.

Head teachers and deputies have been urged to continue submitting applications via the commission’s website as the pilot phase rolls out.
