When the Teachers Service Commission (TSC), under the leadership of CEO Nancy Macharia, Chairperson Dr. Jamleck Muturi, and Legal Director Cavin Anyuor, appeared before Parliament’s Education Committee on May 20, 2025, it presented a bold plan to reform its promotion system in the future.
TSC outlined new measures to address fairness, predictability, and transparency in promotions. These include an automated promotion platform, new standard promotion guidelines, and expanded automatic promotions in common cadre grades.
“The Commission has put in place the following strategies to ensure the process is transparent, fair, predictable and automatic,” it told the committee. Among these is “Automation of Teacher Promotion Process through Teachers Online System,” which will handle applications, notifications, and even the generation of promotion letters.
TSC said the system “enables teachers to track the status of their applications in real time, thus fostering transparency and fairness in the promotion process.”
Additionally, the Commission promised a transparent scoring framework. “The scoring criterion aligns with Regulation 73 of CORT by scoring teachers on performance, seniority and experience, academic qualifications, merit, among others.”

TSC will publish vacancy announcements and the list of successful candidates to address frequent delays and confusion.
“The Commission publishes the list of all successful applicants on its website to enhance transparency in the promotion process.”
The Commission confirmed the continuation of automatic promotions for P1, diploma, and degree holders.
“Teachers appointed at entry Grade B5 are eligible for automatic promotion to Grade C1 after serving a minimum of three years, subject to satisfactory performance.”
Reassuring MPs about accountability, TSC said: “The promotion process strictly adheres to Regulation 73 of the Code of Regulations for Teachers (CORT), the Career Progression Guidelines (CPG), and the ‘Policy on Selection and Appointment of Institutional Administrators’.”
The Commission concluded by recognising the Committee’s support in facilitating teacher recruitment and advancement.
“The Committee has facilitated budgetary allocation that has enabled the Commission to recruit additional teachers and promote those in service.”
