TSC orders handover of medical records as SHA takes over teachers’ health cover

The Teachers Service Commission has officially kicked off the transition of the teachers’ medical scheme from Minet Kenya to the Social Health Authority (SHA).

The Teachers Service Commission (TSC) has initiated the formal transition of the teachers’ medical scheme from Minet Kenya Insurance Brokers to the Social Health Authority (SHA), signalling a major shift in how more than 370,000 teachers and their dependents will access healthcare services.

In a letter dated November 28, 2025, addressed to Minet’s Managing Director, Sammy Muthui, the Commission requested the urgent submission of all key medical records to support a smooth handover.

The directive follows a tripartite meeting among TSC, SHA, and Minet, during which stakeholders agreed on the transition modalities and timelines.

According to the letter signed by Acting Commission Secretary and CEO, E. J. Mitei, Minet is required to provide comprehensive data on chronic illnesses, maternity cases in progress, local inpatient cases, ongoing international treatments, IVF cases, biometric registers for teachers and their dependants, and details of teachers scheduled for overseas treatment.

The records are expected to be submitted between 29 and 30 November 2025 to avoid any disruption of care.

TSC noted that the information is essential in ensuring continuity of services as SHA takes over the role previously held by Minet, which has managed the teachers’ medical scheme for several years.

The Commission asked Minet to share the information directly with the Director of Human Resource Management and Development to facilitate the changeover.

In the communication, TSC thanked Minet for its cooperation and for the services provided during the contract period, while assuring teachers that the transition will be handled carefully to maintain uninterrupted medical support.

The shift to SHA is part of broader reforms in Kenya’s health financing framework, aimed at consolidating medical coverage and enhancing efficiency under a single national system.
