TSC launches pilot phase of biometric registration in seven counties

The TSC has launched a pilot phase of biometric enrolment and validation of teachers in Uasin Gishu, Homa Bay, Bungoma, Nyeri, Kilifi, Kitui and Garissa.

Overseeing the launch in Garissa High School, TSC Director, Ibrahim Mumin said that there is need to maintain an up-to-date data on teachers.

He said information captured in the process will create a data base that will help inform the government in decision making. According  to the April 2021 figures, there were 224, 075  primary teachers serving 8,071,662 pupils in 23,718 public primary schools and 117,120 secondary and teachers’ college teachers serving 2,761,769 students in 9,043  public secondary schools and teacher training colleges.

The data process involves capturing the fingerprints of teachers, validation of personnel employment data and taking of passport size photo.

Mumin added that that will help in verifying teachers’ distribution and utilization and also validate enrolment in public schools and employment records while establishing areas of specialization. The Director stated that the exercise is multi agency involving different government agencies and the pilot will guide the national roll out.

The data to be verified includes; the identification details of the teacher, letter of appointment, People With Disability (PWD) Certifications if any and academic certificates that run against preloaded data from Individual Plan for Professional Development (IPPD).

The director said the Commission had considered views by stakeholders who had been involved earlier at the county level and their views were considered in the programme.
