TSC field officers in Teachwell project protest underpayment of allowances

Teachers Service Commission (TSC) field officers overseeing the implementation of Teachwell programme in Garissa and Turkana counties are unhappy lot after it emerged that the programme coordinators are determined to underpay their allowances contrary to their expectations.

It is reported that the officers affected, mainly Curriculum Support Officers (CSOs) are said to have already planned for a go-slow if they are not going to be treated as an important component in the implementation of the pilot programme in the two Northern counties.

The officers who spoke to Education News wondered how the programme coordinators would want them to be paid as low as Ksh 13, 000 with their colleagues who, some are retired officers (engaged as coaches) and Ministry of Education (MoE) officers paid over Ksh 35,000 yet the number of days the workshop took was the same (3 days).

The situation in the two counties was reported to be tense after the daring officers sought clearance from the programme’s head office. This is said to have prompted the delay of payments as their grievances were found to hold the required threshold for objectivity.

Teachwell is a four year programme initiated by the government of Kenya through the ministry of Education and Non-governmental organization like Logo Foundation under RTI.

The programme carries out initiatives that enhance teaching of pedagogy under competency based curriculum (CBC). This is said to be a pilot project in two counties that harbor refugees in Kenya. The success of the project will lead to the rollout in all the 47 counties in Kenya.
