Education News has learned that TSC field officers across the country are hopeful about what they term as signs of good things to come under the leadership of the acting CEO, Evaleen Mitei.
The officers who spoke to Education News during a survey themed ‘TSC after Nancy Macharia’s ten-year reign’ expressed renewed hopes after a decade of demotivation.
“Our positions in the field have for a long time remained unattractive, this being shunned by many experienced teachers. We are seeing some signs of a better future, ” said Abdi Ossam, a field officer.
Abdi further indicated that he knew two of the field officers who opted to return as administrators in high school, following what they described as unclear progression guidelines among the field officers under TSC.
The officers pointed out perennial stagnation in one job group, lack of facilitation to move round the schools and subcounties, lack of performance contract for the Csos, skewed promotion to principal teacher management officers position, poor working conditions punctuated by lack of proper offices and lack of ICT gadgets to collect, collate and disseminate data from the field to the higher offices are the major bottlenecks that have made the duties of the field officers a nightmare.

In revealing their optimism, the officers mentioned the expedition of duties by the officers at the head office, such as timely responses to inquiries, payments of allowances, transfer requests, and improved public relations, as positive indicators of the steady leadership of the acting CEO.
They also mentioned the timely commencement of the Collective Bargaining Agreement engagement with the unions.
The officers further wondered how they were constantly shoved aside as the commission promoted and improved the terms of service of the teachers they supervised.
“The number of officers like Csos across the country is about 1,500 only yet a number have remained in the same job group for over 12 years,”said Ondego a frustrated field officer who retired three months ago.
As a new chapter of leadership opens its doors in TSC, field officers have their hopes trained on the acting CEO, Mitei.
They hope that TSC under her will professionalise its services in the field, a factor that will bolster the already dented motivation among its field staff.
