The Teachers Service Commission (TSC) has begun dispatching more than 3,000 deployment letters to primary school teachers who applied for deployment to junior secondary schools (JSS).
The letters, sent to County Directors, will be distributed to the successful applicants by Sub-county Directors starting next week. Once issued, the teachers will receive official appointment letters before being posted to nearby junior schools.
According to TSC, only 3,693 teachers applied for deployment, despite the commission advertising 6,000 available slots. The online application process opened on January 13 for eligible P1 teachers.
The move is part of a broader TSC promotion strategy aimed at addressing job stagnation and tackling staffing gaps in junior schools. The commission has previously indicated that more than 18,000 teachers are currently surplus in primary schools and will be redeployed to junior and special schools facing shortages.

Eligibility for deployment required practicing P1 teachers to hold a degree in a secondary option, a minimum KCSE grade of C+, and at least a C+ in two teaching subjects.
Despite the new postings, TSC still faces a significant shortfall. The commission estimates that JSS requires 72,422 teachers, yet the current shortage across junior and senior secondary schools stands at 98,261. Overall, 149,350 teachers are needed to effectively manage Grades 7, 8, and 9.
So far, TSC has placed 76,928 teachers in JSS, equivalent to 51.5% of the requirement. This number includes 48,550 teachers on permanent and pensionable terms and 8,378 P1 teachers who were redeployed in 2023 and 2024.
