The Teachers Service Commission (TSC) has moved to fill vacancies of directors who left the organization last month under various circumstances.
The Commission declared the internal job vacancies for the directors of Staffing and Internal Audit in an internal memo dated February 16, 2023 and signed by Director of Human Resource Dr Julius Olayo.
In the memo addressed to all staff under the Commission, Olayo encouraged all employees who meet the required criteria to apply.
The positions fell vacant following the resignations of Ms Rita Wahome who has been the Director for Staffing and her counterpart who was in charge of Internal Audit, Isaac Ng’ang’a.
Ng’ang’a is said to have transferred services to the Office of the Auditor-General while Rita’s fate remains unknown.
Rita was in charge of the influential Staffing post since August 2018 but did not have it smooth while serving at the organization. At one time she was suspended and reinstated to office under unclear circumstances. She is reported to have taken voluntary retirement to pursue other interests.
The organization’s Transport Manager who also resigned from office to take up a similar post at the Auditor-General’s office. This position is yet to be filled.
According to the TSC internal advert also posted on its website, the Director Staffing will be answerable to the Commission Secretary. Duties and responsibilities will entail; leading the formulation and implementation of staffing policies and procedures for the Teacher Management operations, developing strategies towards the realization of the Commission’s strategic objectives on staffing and overseeing the development of the Directorate’s work plans and budgets among other duties.
The Director Internal Audit will be also be answerable to the Commission Secretary and some of duties and responsibilities will entail, Coordinating, formulating, interpreting and implementing internal audit policies, strategies, procedures and programmes, identifying and advising on financial risk areas, reviewing and assessing operational, financial and management systems, policies, and guidelines and recommending improvements, implementing fraud investigation strategy and ensuring that operational plans and procedures are implemented among other duties.
For appointment to the Director Staffing position, an officer must have served in the grade of Deputy Director, Teacher Management, for a minimum period of three (3) years or in a comparable position for a continuous period of fifteen (15) years.
Director Internal Audit position also requires one to have served in the grade of Deputy Director, Internal Audit for a minimum period of three (3) years or served in a comparable position for a minimum continuous period of fifteen (15) years.
