The Kisumu Young Teachers Association (KIYOTA) and residents of Kisumu East have petitioned Parliament seeking disciplinary action against the area MP Shakeel Shabbir.
In the petition dated July 15, and signed by KIYOTA President Erick Jack Scott and other residents of Kisumu East, the residents and teachers outline claims of harassment, assault, intimidation and abuse of office by the legislator.
Addressed to the Speaker of the National Assembly Moses Wetang’ula, the petition was also copied to the Ethics and Anti-Corruption Commission, the Directorate of Criminal Investigations and the Ministry of Education.
It lists multiple alleged incidents implicating the MP in misconduct targeting teachers and education stakeholders.
One cited case involves an incident at St Peters Kindu Secondary School in Kajulu Ward. The MP is accused of verbally attacking teachers, making threats, and causing emotional harm in front of students and parents.

The petition also details a violent incident reported on July 14, whereby armed individuals alleged to have been mobilized by the MP reportedly assaulted officials of the Kenya Union of Post Primary Education Teachers (KUPPET) Kisumu Branch during a visit to the same school. The attackers allegedly inflicted injuries, stole property and disrupted the union’s activities.
In a separate case, the MP’s staff is accused of threatening a teacher on the Greater Kolwa Bunge WhatsApp group after the teacher criticized the MP’s conduct, threats KIYOTA has since described as the grounds at which the legislature must be called to order.
Another incident cited took place at Dr Ida Odinga Secondary School during a renaming ceremony. The MP is alleged to have physically handled a student in a way described by the petitioners as violent and inappropriate.
KIYOTA and community members are urging Parliament to summon the MP over the alleged misconduct. They want the Ethics and Anti-Corruption Commission to investigate claims of abuse of office, and the DCI to arrest individuals linked to the July 14 attack and their sponsors. They are also calling on the Ministry of Education to protect affected teachers and students and for Parliament to consider disciplinary action under the Leadership and Integrity Act.
The petition includes medical reports from affected victims, police OB entries, WhatsApp screenshots and testimonies from witnesses.
