Teachers instructed to declare Income, Assets, Liabilities

The CEO of the Teachers Service Commission (TSC) Dr. Nancy Macharia has issued a directive mandating all public officers, particularly teachers, to declare their Income, Assets, and Liabilities (IAL) in accordance with Sections 26 and 27 of the Public Officer Ethics Act (POEA).

In a recent circular dated 7th November, 2023, Dr. Macharia noted that this declaration, a biennial requirement, must be completed by 31st December 2023, with specific emphasis on newly employed teachers making their initial declarations.

The Circular was directed to director of Kenya Institute of Special Education, Principals of Diploma Teacher Training Colleges, Principals of Primary Teacher Training Colleges, Principals Secondary Schools, Headteachers Primary Schools and all teachers.

“To streamline this process, the TSC has introduced an online declaration platform accessible via the Teachers Online Portal at https://teachersonline.tsc.go.ke/#,” read the circular.

She noted that this platform is accessible on various devices including desktop computers, laptops, tablets, and smartphones.

“The TSC has provided a comprehensive do-it-yourself instruction manual, available for download on their website at https://teachersonline.tsc.go.ke/#,” a part of the circular stated.

This manual serves as a guide for teachers in navigating the online declaration system, ensuring a smooth and accurate submission.

Of significant note, the TSC emphasized the necessity for all teachers, regardless of leave status, to declare their IAL.

However, it is clarified that intern teachers are exempt from this requirement.

Failure to comply with this directive carries legal consequences under the Public Officers Ethics Act, including a fine of Ksh. 1,000,000 or imprisonment for up to one year.

Additionally, teachers may face administrative or disciplinary action as per the TSC Administrative Procedures on DIALS.

Access to the declaration platform is restricted to individuals who have activated their official email with the @mwalimu.tsc.go.ke domain.

This stringent measure is implemented to ensure user credibility, secure password settings, and proper access to the declaration form.

Following submission, a copy of the declared form will be automatically sent to the teacher’s email for reference and record-keeping.

Teachers have been urged to complete their declarations well before the 31st December 2023 deadline to avoid any last-minute technical issues or system congestion.

The declaration system became operational on 1st November 2023 and will automatically close at midnight on 31st December 2023. Submissions made after this deadline will not be processed.
