Teachers in Rarieda Sub-county, Siaya, have warmly welcomed the Teachers’ Instructional Management and Ethical Conduct (TIMEC) programme by the Teachers Service Commission, which promotes mentorship and discipline through biblical values of guidance and accountability.
The initiative, which draws inspiration from mentor-mentee relationships such as those of Eli and Samuel in the Bible, aims to pair experienced teachers with their less skilled counterparts to instil professional ethics and promote appropriate conduct.
“TIMEC is not just a programme—it is a value system. It reminds us that just like Eli guided young Samuel to answer God’s call, experienced teachers have a role to nurture their juniors to respond positively to their duties,” said Martin Omuga, a Head of the Institution (HoI) and one of the trained facilitators.

The recent training workshop, held at Township Secondary School in Siaya from April 7 to 9, 2025, brought together educators who are now champions of the programme in their respective schools. Facilitators praised the high level of engagement, commitment, and readiness to implement TIMEC.
TSC Director Frederick Mukabane addressed the participants, encouraging Junior Secondary Schools (JSS) teachers to embrace their roles within primary school settings.
“Junior School is domiciled in primary schools, and that is where it will remain. Teachers must develop a positive attitude and perform their duties diligently,” he emphasised.
According to participants, the success of the workshop was made possible through collaborative support from education officers, the Kenya National Union of Teachers (KNUT), and KEPSHA officials. KNUT supported attendees by providing refreshments, while Heads of Institutions sponsored the event logistics.
Other highlights included proper implementation tools, school-level TIMEC files, active participation from nearly all schools in Rarieda, and exemplary ICT support. The plenary session, moderated by CSO Alloyce Konyango, brought together facilitators and field officers to discuss implementation strategies.
The initiative, which stands for Teacher Induction, Mentorship and Coaching, is expected to enhance professionalism, reduce disciplinary cases, and improve overall school leadership in Rarieda and beyond.
