Teachers across the country are a worried lot after Teachers Service Commission, (TSC) failed to release full details of the negotiated 2025-29 CBA on salary translation matrix.
As per the norm, TSC is usually expected to release how teachers in various job groups will move from one point to another to enable them track the details of what was negotiated with the unions.
Speaking to Education News on the expectations of the 2025-29 CBA, teachers from North Rift, Nyanza, western and central regions said that failure by the commission to release full details of the CBA is an indicator that all may not be well as far mobility from the current salary points to the new ones is concerned.
“What is the commission hiding after what our unions told us they had midwifed a mouthwatering deal?” asked Nelson Inyonje a teacher from Uasin Gishu County.

His view was corroborated by Ida Ombogi who said that the unions silence on full disclosure of the CBA is wanting. “Payroll is closed already and teachers can’t tell where their salary points are headed to and our unions are dodgy on the issue. I personally smell a rat,” she said.
During the negotiations with the unions a week ago, TSC only released minimum and maximum points of salary per job group, an issue that made teachers find themselves unable to calculate their next landing points. TSC jointly with the unions announced a deal of 29% for the lowest paid and 5% for the highest paid teachers in job group D5.
TSC didn’t touch on allowances component but went further to introduce Baggage allowance. Other none monetary negotiations included creation of time for lactating tutors and increased paternity leave period. Now that the payroll is closed, tutors are eager to meet the real deal versus what was negotiated.
