The Ministry of Education has introduced a flexible, learner-driven subject selection policy for Senior Schools as part of the CBC rollout. In the circular issued by Prof Julius Bitok, Principal Secretary for Basic Education, learners are granted the ability to select subjects across the STEM, Arts & Sports Science, and Social Sciences pathways, guided by career interests and assessments.
The circular was addressed to all regional, county, and sub-county education directors and copied to key stakeholders in the TSC, KNEC, KUCCPS, and university and TVET departments.

“It should be anticipated that a learner’s career choice may require taking one subject in each pathway. Such a situation should be permitted,” Bitok advised.
Curriculum designs have already been developed by KICD, and the circular highlights the importance of not restricting learners based on administrative rigidity or religious imposition.
“No school should force learners to participate in religious rites contrary to their beliefs,” the circular affirms, referencing Circular Ref No: MOE.HQS/3/10/18 dated March 4, 2022.
Weekly instruction will include Physical Education (PE), ICT skills, personal/group study, and pastoral/religious instruction, summing to 40 lessons per week.
