Embakasi East Member of Parliament (MP) Babu Owino has challenged student leaders of institutions of higher learning to rise up and speak for new and returning students over the delay in the disbursement of Higher Education Loans Board (HELB) funds.
In a video shared through his official social media account, Babu Owino asserted that this moment demanded decisive action from them as they have two choices; either submit their resignations or lead the way by advocating for peaceful demonstrations.
The MP expressed his concern about the adverse impact of the delay on students considering the current challenging economic times, adding that the leaders’ silence in the face of these delays amounted to a betrayal of the students who had elected them to represent their interests.
Babu highlighted that the delay was adding additional burden to students, leaving them unable to attend classes, pay for their education, purchase food, or afford accommodation and transportation.
“HELB’s delays are unacceptable! Student leaders, you cannot remain passive. You are neglecting the constituents who entrusted you with their voice. It’s time to rise, rally for demonstrations, and ensure that HELB does not cause any further delays,” he stated.
The MP stressed that the objective was not to destroy school or public property but to stage continuous peaceful protests.
Furthermore, Babu called upon the National Treasury Cabinet Secretary Njuguna Ndung’u to expedite the release of the delayed funds.
In early September, HELB Chief Executive Officer CEO Charles Ringera assured students that the Ministry of Education was actively pursuing the disbursement issue. He encouraged new students to continue applying for funding, with the application period closing on October 7.
As of now, no funds have been released to either continuing or new students, indicating the urgency of the situation.
