The proposal to consolidate all bursaries into one kitty towards free education continues to elicit mixed opinions, with Keiyo North MP Adams Kipsanai opposing the move as killing bursaries.
Kipsanai claims the move would interfere with the disbursement of funds, which he says will impact negatively on learning activities.
Speaking at Kipsoen Technical and Vocational Training Institute, he stated that there are laws governing bursaries, which should be left independently.
“Consolidating all bursaries into one kitty is not a good idea. This could cause confusion and hamper the identification of needy students. We have laws governing bursaries and there should be no worry,” he noted.
According to him, collapsing the bursaries will also deprive members of the public the opportunity to identify needy students within their localities.

Kipsanai, who issued cheques to 500 students joining the institute, further rooted for categorization of learning institutions, adding that lack of proper structures could lead to crisis.
“Education is key and I would like to suggest that we have categorization of students. This will help ensure students get funding depending on their needs. Lack of proper structures over funding of students could lead to a serious crisis,” he added.
Parents in the North Rift have however backed the proposal, stating that it will help ensure all Kenyans access education.
CJ Martha Koome has suggested that all bursaries and government support be consolidated into one kitty, a move she says would make education free for all.
