Stakeholders invited to give views on new varsity funding model

In an ambitious move to reshape higher education in Kenya, Dr Beatrice Inyangala, Principal Secretary for Higher Education, has called on education stakeholders and students to present their views to the 129-member taskforce appointed by President William Ruto.

This taskforce, charged with refining the newly introduced funding model, aims to ensure its effective and equitable implementation.

Speaking at the University of Embu during its 9th graduation ceremony, Dr Inyangala emphasized that inclusive participation will enable the government to make decisions that satisfy all parties, enhancing access to quality education for every Kenyan regardless of their financial background.

“This new funding model represents a paradigm shift,” she noted, underscoring its focus on targeted support for students from disadvantaged backgrounds.

The new funding approach, rolled out in 2023, moves away from the former Differentiated Unit Cost (DUC) system and adopts a needs-based model.

It offers varying levels of scholarships and loans depending on a student’s financial standing, ensuring that students from low-income households receive substantial support.

While students in the vulnerable category may have up to 90% of their tuition covered, those from more affluent families will contribute a higher portion of their fees.

The model has, however, faced concerns about its implementation. University of Embu Chancellor Prof Musili Wambua acknowledged the growing concerns but praised the involvement of students in the debate.

He remarked that the model’s intentions are noble and progressive, though it requires broader consultation and a careful approach to transitional justice in its rollout.

In line with fostering inclusivity, the University of Embu Vice Chancellor Prof Daniel Mugendi said the university has set aside 25 scholarships for postgraduate students, reinforcing the institution’s commitment to expanding opportunities for advanced education.
