Special Needs Education (SNE) teachers have raised concerns in the ongoing 2025 teacher promotion, complaining of being excluded from the exercises.
In a letter dated August 26, 2025 signed by Juma Gituma, the National Chairman of Special Needs Education Teachers (SNETs), and addressed to the Teachers Service Commission (TSC), the teachers have raised concern over systemic exclusion and unexplained delay in the issuance of promotion letters to teachers serving in SNE institutions.
According to Gituma in the letter that was also copied to Secretary Generals of KUSNET, KNUT, and KUPPET, this happened despite many of them being duly shortlisted, interviewed, and qualified during the TSC 2025 promotion cycle.
“While their counterparts in regular institutions have already received their appointment letters, none of our SNE colleagues have received communication from TSC, neither letters of appointment, regret notices, nor clarification on their current status. This silence, combined with the exclusion of SNE career advancement positions beyond Grade C5, has caused deep distress and raises serious equity and constitutional concerns,” said Gituma in the letter.

The teachers now want immediate clarification on the status of all SNE teachers who were shortlisted for promotions and a public release of promotion results and letters for SNE teachers, similar to what has been done for regular school teachers.
They also demand a justification for the omission of SNE teachers from Grades D1 and above, as per the advertised promotion vacancies, and a formal engagement with TSC leadership to address the issues and ensure future equity and inclusion in promotion cycles.
Gituma warned that if the concerns remain unresolved, SNE teachers would seek redress through constitutional and legal means, including filing a case at the Employment and Labour Relations Court. “This matter has not only undermined morale but also threatens to compromise inclusive education, which is a national priority,” he stated.
