School heads to face disciplinary action for disregarding safety regulations

School heads yet to comply with guidelines regarding safety of learners in schools have been warned of disciplinary measures by the Teachers Service Commission (TSC).

In a circular signed by TSC CEO Dr. Nancy  Macharia dated  Friday, September 13, addressed to all heads of institutions  and seen by Education News,  the Commission noted that some of the administrators had demonstrated “laxity” in implementing safety regulations.

“It has come to the attention of the Commission that a few Heads of Institution have not only failed to implement the provisions of the Safety Standards Manual for Schools…but also demonstrated laxity in enforcing compliance with the administrative circulars issued by Government on the subject matter,” the circular reads in part.

The Commission directed the school heads to take adequate measures to ensure that provisions of the Manual and all circulars on learner safety are enforced without fail.

Secondly, they should work jointly with Ministry of Education field officers and the National Government Administration Officers to maintain safety standards in schools.

“Enhance supervision of learners to ensure all cases of learner indiscipline\unrest are promptly detected and fore stalled . To this end, together with the Deputy Heads of Institution and Seniors Masters in charge of boarding programmes ,you are required to be vigilant and remain in school at all times to ensure learners safety,” the circular continues.

Further, the school heads were directed to engage law enforcement agencies in investigating cases of arson and indiscipline in schools with a view to recommend administrative and legal action to perpetrators.

“The Commission shall take firm disciplinary action against those to have found to be flouted the guidelines stipulated the Manual, in accordance with the provisions of the Code of regulations for Teachers and the Code of Conduct and Ethics,” the circular concluded.
