Headteachers and concerned policy experts have come to a consensus that the office of both regular and Special Needs Education Curriculum Support Officers (SNE CSOs) should be made attractive and lucrative by making job group D1 as its entry point.
Recent uproar by headteachers on why the commission locked them from applying for CSOs position as it has been the norm has ignited a heated debate over the status of the office.
CSOs by design are appointed to assist in curriculum support and act as a crucial nexus between the TSC offices and the schools. Most of the interviewed heads of institutions said that the position of a CSO is crucial as it deals with every aspect of school administration.
“It doesn’t require someone who is a greenhorn on matters touching on finances and teacher management”, said Ndiema, a retired CSO, adding that most CSOs who were appointed while serving as deputy headteachers are fumbling a lot in the field.
“Most of them have gaps in handling teacher related issues when presented to them by the headteachers they supervise”, said Ndiema.

His assertion was corroborated by Ademba who said that the commission should give the office the honor and respect it commanded before the 2017 CPG by the entry job group D1.
Education News has established that under the current TSC policy, CSOs are promoted to Principal Teacher Management Officers (PTMO) as Sub-county directors.
The headteachers faulted the Commission for allowing their deputies to rise and be their bosses at the Sub-county level saying that the policy needed an urgent radical surgery to correct the glaring anomaly.
TSC is understood to be in the process of overhauling the 2017 career progression guidelines that many stakeholders in the education sector have lambasted to cause a lot of stagnation among the teachers. The Commission is also blamed to have issued guidelines that have led to unfairness in promotion of teachers and curriculum support officers.
As Teachers application in the recently advertised posts nears, CSOs, heads of institutions and senior masters in secondary schools continue hoping that the commission will re -look into the Idea of making the CSOs office lucrative by making it competitive for the many qualified tutors.
