The Ministry of Education (MoE) has signed legally binding Intergovernmental Partnership Agreements (IPAs) with county governments to govern bursaries and scholarships, paving the way for a structured resumption of education support. The agreements have been forwarded to the Office of the Controller of Budget for final approval, a step expected to unlock funds for learners nationwide.
Samburu Governor Lati Lelelit welcomed the development, calling it a significant milestone for education financing and student welfare. He noted that, despite earlier delays in formal approvals, the Samburu County Bursary Committee disbursed Ksh 55 million in July 2025 through a narrow judicial window, support that kept many students in school during the impasse.
Following the IPA signing, Governor Lelelit said he has instructed the Bursary Committee to begin immediate preparations to release the remaining bursary funds once clearance from the Controller of Budget is communicated. “We are committed to ensuring that no deserving student misses out on financial support. Education remains a top priority and we will ensure timely disbursement of funds to all eligible students,” he said.

The IPA framework establishes clear legal and financial guardrails for county‑run bursary programmes, strengthening transparency, accountability, and alignment with national policy. With final approval anticipated, thousands of Samburu learners are expected to receive prompt support for secondary and tertiary education, easing financial strain on families and restoring confidence in the bursary system.
Officials say the initiative reflects ongoing cooperation between national and county governments to streamline education financing, empower students, and expand access to learning opportunities for deserving youth across the county.
