Report exposes huge funding gaps for special needs schools 

The support staff of this school have a cumulative debt of Ksh4.7 million in unpaid salaries.

The Ministry of Education (MoE) data tabled before the National Assembly has revealed deficits in budget allocations for special needs education.

The report presented in the National Assembly by Education Committee Vice Chairman Malava MP Malulu Injendi on behalf of Education Cabinet Secretary (CS) Ezekiel Machogu revealed significant funding shortfalls.

For instance, for the fiscal year 2023/2024, the primary education sector faced a deficit of Ksh326,963,100, while special needs education at the primary level showed a shortfall of Ksh873,000,000.

Baringo Central MP Joshua Kandie had raised pressing concerns regarding the delayed salaries of non-teaching personnel in special needs schools, particularly highlighting the plight of Kabarnet School for the Deaf and Blind, which has a pending bill of Ksh4.7 million in unpaid salaries for support staff.

The MP said the under-funding poses a serious threat to the quality of learning, especially for those with severe disabilities.

He called for immediate action and clarification from the MoE to ensure timely payment of support staff and increased budget allocations.

“Special needs schools play an indispensable role in our society, catering to students with diverse learning abilities and disabilities,” said Kandie.

The MoE called on the Departmental Committee on Education and the National Assembly to enhance budgetary provisions to ensure special needs institutions operate smoothly and efficiently.
