Relief for schools as Govt finally releases third term capitation funds

The Ministry of Education has released Free Day Secondary Education (FDSE) funds for at a capitation rate of Ksh. 4, 485.49 per student.

In a circular to all County Directors of Education (CDE) dated October 5, 2022, Principal Secretary in the State Department of Early Learning and Basic Education Dr. Julius Jwan stated that date used for the disbursement was extracted from the National Education Management Information System (NEMIS) on September 20, 2022 at 3:05 p.m.

He directed all CDEs to ensure all principals within their jurisdictions acknowledge receipt  of the funds within two weeks by issuing  official school receipts  for both Tuition and Operation Accounts to the PS .

The principals should also send the same copies to the Sub-County Directors of Education (SCDE) and CDE through NEMIS by uploading a copy of the official receipt for both accounts where applicable.

“The Ministry of Education has released FDSE funds for third term of 2022 and the second quarter of the 2022/2023 financial year at a capitation rate of Kshs. 4, 485.49 per student,” said Dr. Jwan in the Circular.

The Circular, which was also copied to Education Cabinet Secretary, Teachers Service Commission (TSC) Secretary and Chief Executive Officer (CEO), Director School Audit Service and all Regional Directors of Education, requires the CDE , through the SCDE, to provide an allocation of funds dully signed by individual students showing their admission numbers, full names as recorded in the admission register and the amount awarded.

The lists should be attached to the payment voucher kept in school as per the accounts procedure and every student should be issued with school official receipt for the allocation.

“County Directors and Sub-County Directors of Education should authenticate and monitor the accuracy of enrolment data of their schools as reflected in NEMIS,” stated Dr. Jwan in the circular.

Of the total amount allocated to the students, Ksh 3, 539.24 per student will go to Operations Account whereby a total of Ksh 3, 114.24 per student will be send to school operations accounts to cater for Maintenance and Improvement (Ksh1,000), other vote heads of personal emoluments, electricity and water and administration costs (Ksh 1, 814.24); medical and insurance (Ksh 100) and Co-curricular activities (Ksh 200).

The government will retain a total of Ksh 425 per student to cover for medical insurance of Ksh 337.50 and Co-curricular activities of Ksh 87.50.

The total allocation for Tuition Account is Ksh 946.25 per student. From the amount, Ksh 896.25 per student has been sent to schools to cater for teaching and learning materials and Ksh 50 per student retained by the government  for Strengthening of Mathematics and Science in Secondary Education (SMASSE).
