PS Muoria awarded for advancing TVET reforms

The Principal Secretary in the State Department for Technical, Vocational Education and Training (TVET) Dr Esther Thaara Muoria has been honored with the AC Transformational Leadership Award in recognition of her contributions to public service and innovation in Kenya’s TVET sector.

The award under the category Excellence in Public Service, TVET Innovation and Leadership was presented by Arise Circle Africa following a rigorous nomination and independent technical review process.

The recognition highlights the reforms currently underway in Kenya’s TVET sector aimed at strengthening industry alignment, expanding access to skills training, improving governance, and positioning technical skills as a key driver of inclusive economic growth.

Dr. Muoria was listed among 50 transformational leaders across Africa recognized for their impact in leadership and public service.

Speaking after receiving the award, Dr. Muoria dedicated the recognition to stakeholders within the TVET ecosystem.

“Above all, this award belongs to the entire TVET fraternity principals, trainers, trainees, industry partners and policymakers whose collective commitment continues to drive meaningful transformation through skills,” she said.

She reiterated the State Department’s commitment to strengthening governance in TVET institutions, aligning training with industry needs, promoting green institutions, and ensuring trainees acquire skills that create opportunity and dignity.

The award was presented by Dr Edinah Kangwana, Founder and Chief Executive Officer of Arise Circle Africa. Dr. Kangwana emphasized that leadership development must go beyond theoretical discussions and translate into deliberate action that creates measurable impact.

According to Dr. Kangwana, the AC Transformational Leadership Awards (AC-TLA) were established not merely as a recognition platform but as a values-driven leadership intervention aimed at restoring Africa’s culture of honor by intentionally celebrating ethical, visionary, and impact-oriented leaders.

During the awards presentation, she noted that AC-TLA seeks to challenge conventional leadership narratives that prioritize titles, hierarchy, and positional authority.

Instead, she said transformational leadership should be evaluated based on purpose, integrity, and measurable societal impact, aligned with national development priorities, continental aspirations, and global development frameworks.
