The Basic Education Principal Secretary PS Prof Julius Bitok has urged primary school heads to verify institutional and enrolment data as directed by the Office of the Auditor-General to ensure timely disbursement of capitation funds from next term.
Speaking during the opening of the Kenya Primary School Heads Association, (KEPSHA) conference in Mombasa, PS Bitok said that the delay in capitation seen in the third term was due to late verification of data by schools, the issue he said will not happen when the whole process is done in time.
Bitok also reiterated the government’s resolve to increase school capitation from Ksh 1,420 to Ksh 2,238 per learner and double teacher promotion funds from Ksh 1 billion to Ksh 2 billion.

He also added that teachers’ allocation of 20 percent of affordable housing units still remain alive.
“We reaffirmed the government’s unwavering commitment to the teaching fraternity by fulfilling all the promises made during their historic visit to State House on 12th September 2025 — a landmark engagement that marked a new chapter of partnership between the government and educators.” He said
“Our focus is to ensure that every teacher, learner and school benefits from reforms that strengthen education delivery, enhance motivation and promote equity across the country.”
He added that the government is keen in shaping an education system that empowers teachers, supports learners and strengthens schools as key drivers of national transformation.
