PS Bitok: Government to confirm JSS Intern teachers in January 2027

Basic Education Principal Secretary Prof. Julius Bitok has revealed that the government plans to confirm Junior Secondary School (JSS) intern teachers in January 2027. The move is aimed at stabilising staffing in the implementation of the Competency‑Based Education (CBE) system and addressing long‑standing concerns over job security.

Speaking recently during a television interview, Prof. Bitok explained that the confirmation process will be anchored in the national budget, with provisions expected to be factored into the June budget cycle. He assured teachers that the government is taking deliberate steps to resolve their concerns sustainably.

The PS urged JSS intern teachers to exercise patience as the government works through budgetary and policy processes to ensure a smooth transition from internship to permanent and pensionable terms. He emphasised that the confirmation will be carried out systematically to avoid disruptions in learning across junior secondary schools.

Prof. Bitok clarified that teachers currently serving on contract will be given first priority during the confirmation exercise, recognising their experience, continuity and contribution to the rollout of junior secondary education under the CBE framework.

In the meantime, intern teachers have been advised to sign an additional one‑year contract while awaiting confirmation. Bitok noted that the extension is meant to guarantee uninterrupted instruction for learners as the government finalises long‑term staffing arrangements.

Reiterating the government’s commitment to improving teacher welfare, the PS acknowledged the central role teachers play in the success of education reforms.

Bitok added that consultations are ongoing with key stakeholders, including the Teachers Service Commission (TSC), to ensure the confirmation process is fair, transparent and aligned with available resources.
