Professor Julius Kibet Bitok has officially assumed the role of Principal Secretary for Basic Education. He replaces Dr. Belio Kipsang, who has been reassigned to lead the State Department for Immigration and Citizen Services at a pivotal moment for the Competency-Based Curriculum (CBC) as it progresses through a crucial transition phase.
During yesterday’s handover ceremony, Education Cabinet Secretary Julius Migos Ogamba welcomed Prof. Bitok and pointed out the importance of his role in ensuring quality education for learners. He expressed confidence in the new PS and pledged sector-wide support for his success.

Dr Kipsang has dedicated 29 years to the education sector. He assured his successor of a strong foundation, particularly in overseeing the transition of junior school learners to senior school in January 2026.

He expressed confidence in Prof. Bitok’s ability to guide the final stages of the Competency-Based Education (CBE) system.
Now leading Immigration and Citizen Services, Dr. Kipsang humorously invited colleagues to visit him at his new office for identification and travel documents, reflecting on his decade-long tenure in the Ministry of Education.

The leadership transition comes during discussions about CBC implementation and recent legal challenges to the government’s higher education funding model.
As he steps into his new role, Prof. Bitok faces pressing challenges including public concerns over CBC, teacher readiness, and school infrastructure.
