The Teachers Service Commission (TSC) has instructed Principals to ensure they immediately submit details of teachers who are transferred or deployed to their institutions to avoid delays in adjusting their allowances.
Addressing the principals in Mombasa during their annual conference the Commission Secretary and Chief Executive Officer Dr. Nancy Macharia said that the move will help the Commission improve on service delivery to teachers.
Dr. Macharia noted that since the Commission normally pays teachers early enough, school heads are supposed to capture the details of any teacher who report to their institution under the entry and exit portal to ensure timely processing and payment of their housing, municipal, and hardship allowances accordingly.
She also added that if a teacher exits the profession they should also report it immediately to avoid cases of overpayment.
“If you fail to report a teacher’s movement through the exit-entry module and update the data on Teachers Management Information System (TIMS), you are denying service to that tutor,” said Dr Macharia.

The teacher transfer process in Kenya is handled by the teachers’ employer. Teachers interested in transferring fill out a transfer application form through their head of institution. The forms are available at TSC offices nationwide or can be downloaded from the TSC website. Completed application forms are sent to TSC or its agents by the head of the institution.
Once submitted, transfer requests are acknowledged promptly. The Appointment Board then reviews the requests and communicates its decision to the teacher.
Transfers are granted based on vacancy availability and replacement considerations. Typically, the process takes several months.
For primary school teachers within the county, transfers are handled by the TSC County Director. Transfers outside the county are managed by the TSC headquarters. Transfer applications in tertiary institutions are processed at the TSC headquarters as well.
Dr Macharia also encouraged school Principals to get ready for the first group of learners under the Competency-Based Curriculum reiterating the importance of principals making adequate preparations to welcome these students.
TSC is preparing guidance in the form of circulars to assist teachers in adequately preparing to receive students under the new curriculum.
