Primary schools receive capitation funds with strict spending guidelines

The Ministry of Education has released capitation funds to public primary schools nationwide, with clear directives on how the funds must be utilised. The announcement was made through an official circular signed by Prof Julius Bitok, Principal Secretary for Basic Education.

Each learner has been allocated KSh 84.80 for Account 1, which supports operations such as minor repairs, utilities, co-curricular activities, and local travel.

KSh 80.00 per learner has been deposited into Account 2, specifically for the procurement of textbooks and supplementary learning materials. The release also includes KSh 144.00 under the SIMBA system, although its exact purpose was not detailed in the statement.

Prof Bitok emphasised that the funds must be used strictly for their intended purposes. “School heads are expected to ensure prudent and transparent use of these funds. Any deviation from the guidelines will attract sanctions,” the circular read in part.

The Principal Secretary directed all County and Regional Directors of Education to monitor the usage of funds and report any irregularities. Schools are also required to acknowledge receipt of the funds through the National Education Management Information System (NEMIS).

This disbursement comes amid mounting pressure on schools to deliver quality education despite financial constraints.
