Teachers who participated in the December 2024 retooling exercise are now pleading with the Teachers Service Commission (TSC) to prioritise paying their delayed allowances now that they have been allocated funds through the president’s signed Supplementary Budget II 2024/25 Appropriation Bill.
Speaking to the Education News digital platform, the teachers said that the prolonged payment of their allowances has cast doubt on the seriousness of the Commission on capacity building programmes it organised.
“Why should a serious programme like retooling on Competency-Based Curriculum be carried out as though it doesn’t attract any financial input?” asked Nyang’u from Nyamira County.
The teachers pointed out that among the KSh18 billion allocated to TSC, about KSh300 million will be directed towards shortfalls in personal emoluments, where they believe capacity building falls.
“The Commission now has funds; it should, therefore, pay us or boycott its upcoming programmes,” lamented Lucy, a Junior Secondary School (JSS) teacher from Nairobi who took part in the last December retooling exercise.
Education News is privy to information that the Commission is at an advanced stage of preparing to conduct another phase of retooling in mid-next month.

The exercise will majorly target the 20,000 interns recruited towards the end of 2024. Also targeted is the second cohort of the recently converted to Permanent and Pensionable JSS teachers.
The various schools that hosted the December 2024 retooling exercise have started showing no interest in hosting events or programmes.
“It is becoming hard to convince our Board members to accept our schools to host retooling,” commented one principal in Rift Valley.
As TSC readies itself to reimburse the teachers and the hosting schools, this platform is waiting to see if the Commission will apologise for the delay, softening the dampened spirits of the teachers and, of course, reassuring the hosting schools.
