Parliament approves new regulations to harmonize education qualifications

Members of Parliament have approved new regulations to harmonise the classification and accreditation of qualifications across all levels of education in Kenya.

The Kenya National Qualifications Framework (General) Regulations, 2025, were considered and adopted by the Committee on Delegated Legislation after consultations with education stakeholders. Ainabkoi MP Samuel Chepkonga chairs the committee.

The decision was announced on August 12, 2025, through Parliament’s official Facebook account.

Education Cabinet Secretary Julius Ogamba presented a briefing to the committee, accompanied by officials from the Kenya National Qualifications Authority (KNQA), led by CEO Alice Kande and Council Chairperson Stanley Kiptis.

According to Parliament, the regulations aim to create a structured system for classifying qualifications, harmonising education and training and enabling the portability, mobility and recognition of academic credentials.

Lawmakers’ proposals from the April 1, 2025, meeting were incorporated into the revised draft before approval.

Under Clause 26, any foreign educational institution seeking to award qualifications in Kenya must obtain accreditation from the relevant regulatory body.

The regulations also propose a framework to quantify learning and progression in awarding systems, while recognising skills gained through non-formal and informal education.

The framework also aims to establish a national qualifications database and a central register for all quality awarding bodies. This is expected to strengthen the tracking and verification of educational credentials.

Following the endorsement, the committee will prepare a comprehensive report on the proposed regulations and table it in the National Assembly for final consideration and approval.
