Parents welcome new rules governing school vehicles released yesterday

David Obuhatsa, Chairman, National Parents Association. He has welcomed the new rules for vehicles owned by schools, especially those meant for transportation of children.

The National Parents Association (NPA) has supported the recently released Traffic (School Transport) Rules, 2024 by Roads and Transport Cabinet Secretary Kipchumba Murkomen.

National Chairman David Silas Obuhatsa stated that as much as they support the regulations, the CS should involve the association next time when coming up with any regulation that touches on schools.

“National Parents Association, NPA, have strongly supported the new regulations on school transport by Hon Kipchumba Murkomen. On behalf of NPA office, I request Hon Murkomen in future to consider involving my office for further input as a sign of teamwork,” said Obuhatsa.

The chairman called upon the CS to consider establishing a transport advisory committee that brings together the National Transport and Safety Authority (NTSA) and the traffic police to help reinforce discipline in the country’s transport sector, just like it is the case with Independent Police Oversight Authority (IPOA).

He added that with the new rules, the children will be safe if only they will strictly be followed, urging the government not allow drivers with bad records in school buses.

“Such drivers should be totally done away with in the transport industry. All school bus conductors must have clean records, including certificates of good conduct,” said Obuhatsa.

He disclosed that there have been cases where some school bus conductors have committed criminal offences, including molesting school children and taking off.

Obuhatsa added that school buses should have nurses for first aid all the time while on the road.

“Smoking and drinking drivers should not be anywhere near school children, leave alone buses. We want sanity in school transport. NPA is calling on all PTAs to reinforce these regulations in their schools for the sake of learners,” said Obuhatsa.

“In future the NPA will request the government to work with them and reintroduced refresher courses for all school drivers to help reduce the commonly repeated mistakes,” he added.
