Over 50 interviewed to fill TSC County Directors posts

The Teachers Service Commission (TSC) has done the first interview of over 50 Sub-County Directors (SCDs) and deputy directors seeking promotion to become County Directors (CDs).

The interviews done about two weeks ago were aimed at replacing 13 vacancies of CDs who are set to retire or those whose contracts have expired.

In February this year, the Commission advertised 13 positions of Deputy Director-Teacher Management which is at TSC Job Grade 5 alongside five positions for its top directors who resigned with others which were created through adopting its new Career Progression Guidelines (CPG) for Secretariat staff.

Those who will fill the 13 vacancies are expected to have mandatory served in the grade of Assistant Director, Teacher Management, for a minimum period of three years or 6 years of experience in a comparable position in the education sector.

Those who will have a Master’s degree from a recognized University will have an added advantage.

They will further be required to have Certificate in Leadership Course or equivalent qualification lasting not less than four weeks from a recognised institution, meet the requirements of Chapter Six (6) of the Constitution, and demonstrated merit and ability as reflected in work performance and results.

Those who will be appointed to the positions will have a five-year renewable contract and they will enjoy a basic monthly salary of between KSh192, 782 to KSh288, 051; house allowance of KSh50, 000; commuter allowance of KSh16,000; and 30 days annual leave per calendar year.

Those shortlisted from the first interview are scheduled to undergo the final suitability interview on July 2, 2024.

The panel which carries out the interviews usually comprise TSC commissioners and the representative of the Commission Secretary and the Chief Executive Officer (CEO).

The fate of positions for TSC Directors at the Commission headquarters is reportedly hanging in the balance.

The Commission advertised positions for five Directors to fill its Directorates of Teacher Discipline Management, Staffing, Human Resource and Development, Internal Audit, and ICT with one Deputy Director Position for Teacher Management.

Evelyn Mitei was holding the position of the Director Field Services in an acting capacity when she was appointed to the position in July 2022 after retirement of Mary Rotich, after being moved from the Commission’s Integrated Personnel Payroll Data (IPPD) where she was a Deputy Director.

Antonina Lentoijoni, who before her elevation was the Commission Deputy Director in charge of Staffing, has been acting as the Director Staffing since January 2023 after resignation of Rita Wahome.

The same period also witnessed a mass resignation of top Directors who include Isaac Nganga of Internal Audit, Charles Gichira who was the Director in charge of the Commission’s Information and Communication Technology (ICT), and Dr Julius Olayo who was the Director in Charge of Human Resource Management.

Sources at the Commission said the Commissioners are torn between confirming those acting on the posts or open them for external competition.

There were reports of lots of vested interest from politicians as well who were bidding for their close allies.
