Teachers are set to enjoy salary increases under the newly negotiated 2025–2029 Collective Bargaining Agreement (CBA), unveiled by the Teachers Service Commission (TSC). The structured pay rise will be implemented in four phases.
The new offers hope to thousands of educators who have long advocated for improved remuneration and working conditions.
The salary adjustment will be implemented gradually over four financial years, with changes applied to both the minimum and maximum basic salaries across all teaching job groups, ranging from B5 to D5.
These are the key salary scales for various teaching cadres, including classroom teachers, senior teachers, deputy headteachers, headteachers, principals, and education administrators.
The four phases of implementation correspond to the financial years 2025/2026, 2026/2027, 2027/2028, and 2028/2029, respectively.
Provided is a breakdown of the salary changes as provided by the TSC, for various teacher designations and their corresponding job groups.
The figures reflect the range of minimum to maximum basic salary from the start of the CBA (2025/26) to the end (2028/29):
This structured salary increase ensures that all categories of teachers—from newly employed primary school teachers to top-level chief principals—receive fair and consistent increments over the CBA period.
Primary Entry Teachers in Job Group B5 will see their basic salary rise from KSh 25,075 to KSh 30,448 in 2025/26, and then to KSh 28,620 to KSh 37,100 in 2028/29.
Senior Teacher II and Junior Secondary School teachers in Job Group C1 will progress from KSh 31,787 to KSh 35,336 and from KSh 39,740 to KSh 47,261 over the same period. Graduate Secondary School Teachers and Senior Teacher I in Job Group C2 will earn between KSh 39,074 and KSh 50,201 in 2025/26, rising to KSh 41,420 and KSh 57,230 by 2028/29.

Senior Master IV or Senior Teachers in Job Group C3 will move from KSh 46,698 to KSh 60,874 to KSh 49,781 to KSh 66,233. Deputy Headteachers I and Senior Masters III in Job Group C4 will see their earnings rise from KSh 53,864 to KSh 70,947 to KSh 58,585 to KSh 77,120. Headteachers and Senior Master II in Job Group C5 will experience a growth from KSh 64,140 to KSh 83,770 in 2025/26, to KSh 69,745 to KSh 96,130 in 2028/29.
Deputy Principals III and Curriculum Support Officers in Job Group D1 will move from KSh 79,213 to KSh 97,103 to KSh 80,984 to KSh 99,272. In Job Group D2, which includes Deputy Principals II and Senior Curriculum Support Officers, salaries will rise from KSh 93,189 – 113,633 to KSh 95,271 – 116,070.
For Principals in Sub-County or Extra-County Schools under Job Group D3, pay will increase from KSh 106,736 – 130,434 to KSh 109,224 – 133,347.
Senior Principals and large school heads in Job Group D4 will see a rise from KSh 119,128 to KSh 147,383 to KSh 121,789 to KSh 150,675. The highest-earning category, Job Group D5, for Chief Principals and top-level administrators, will increase from KSh 132,365 – 163,748 in 2025/26 to KSh 135,321 – 167,415 in 2028/29.
The CBA is expected to enhance teacher welfare, promote the retention of experienced educators, and align teacher compensation with ongoing national education reforms.
