Narok governor Patrick ole Ntutu has called on Members of the County Assembly (MCAs) to urgently fast-track the passage of the county scholarships and bursary bill, stressing that delays in approving the legislation are holding up the disbursement of approximately Sh500 million meant to support students ahead of the May school reopening.
Ntutu said more than 3,000 students under full county sponsorship risk being left without the vital fee support needed to begin or continue their education if the county assembly does not act swiftly to enact the bill into law.
He warned that if the legislation is not expedited, many learners from vulnerable households could suffer setbacks when schools open next month.

“I am appealing to the MCAs to consider the urgency of this bill and pass it without further delay so that we can unleash the funds we have set aside for our students,” Ntutu said, underscoring the importance of timely legislative action in ensuring that the county’s education support programmes do not stall.
The call comes amid broader challenges facing county bursary disbursements nationwide, where legal and procedural uncertainties have previously hindered counties from releasing education support funds.
In 2025, the Controller of Budget moved to court seeking clarity on legal restrictions that had stalled county bursary approvals, affecting how counties planned and released their bursary budgets.
Narok County has been among the counties with significant bursary allocations in recent years, disbursing substantial funds to support tens of thousands of students across secondary and tertiary institutions under previous programmes.

However, the delay in implementing the latest bursary fund, widely anticipated to total around Sh500 million, has raised concerns among parents and education stakeholders.
County stakeholders and parents have been closely watching developments, urging the county assembly to prioritise the bill so that funds can be released in time for the school term starting in May.
Ntutu reiterated his commitment to education and urged collaboration between the county executive and legislative arms to ensure that the needs of students and families are met without further disruption.
