The National Authority for the Campaign Against Alcohol and Drug Abuse (NACADA) has this evening issued a public clarification to dispel misinformation surrounding the launch of the National Policy for the Prevention, Management and Control of Alcohol, Drugs, and Substance Abuse (2025).
According to the statement signed by Chief Executive Officer Dr. Anthony Omerikwa, the policy — launched today by Cabinet Secretary for Interior Kipchumba Murkomen — does not impose any bans on alcohol advertising, online sales, home deliveries, or celebrity endorsements, as earlier reported by sections of the media.
“No bans have been introduced. These are merely policy recommendations, not law,” said Dr. Omerikwa.
He added that while the policy provides a strategic roadmap, any legal changes stemming from it will follow a transparent and participatory legislative process.

Dr. Omerikwa stated that the next phase involves developing a multi-sectoral implementation framework that incorporates input from government, civil society, industry, and the public.
“Public participation will be central — citizens, businesses, and youth groups will all have a voice,” he said.
He pointed out that no immediate regulatory changes have been enacted, and the recommendations in the policy aim to initiate discussion and lay the groundwork for future reforms.
“This is about setting a national direction. Implementation will only follow robust legal and social dialogue,” he added.
The Authority asked both the media and the public to view the policy as a developmental tool, rather than a punitive law, insisting its goal of building a healthier and more productive society, especially among young people.
“We encourage the public to engage with this policy proactively, not reactively. It’s about solutions, not sanctions,” said Dr. Omerikwa.
