MPs slam TSC over decade-long teacher joblessness

Members of Parliament have criticized the Teachers Service Commission (TSC) for perpetuating unfair recruitment practices that have left thousands of teachers trained more than a decade ago jobless, while recent graduates secure employment.

MPs, while engaging with the Teachers Service Commission (TSC) officials before the National Assembly Committee on Education on Wednesday, faulted the agency’s recruitment process, saying it was unjust.

They noted that some teachers, many now nearing 45 years, which is the official hiring age cut-off, may never be employed despite holding TSC numbers and having applied repeatedly.

Homa Bay Woman Representative Joyce Bensouda said the disparities amount to discrimination.

“It is not fair that people who graduated 15 years ago are still waiting, while those who completed training two years ago are already in classrooms,” she lamented.

Makueni MP Suzanne Kiamba added that many trained teachers risk retiring without ever having been absorbed into the system. She cited cases in her constituency where women aged 48 continue applying in vain despite the country investing in their training.

But the TSC defended its hiring model, saying the process is anchored in merit, fairness, inclusivity, and transparency, with vacancies identified based on shortages, distributed proportionally, and advertised publicly.

Still, lawmakers maintained the system is flawed, pointing to glaring regional imbalances and urging the commission to table constituency-level data on staffing, teacher postings, and student populations.
