MPs push for stronger oversight in TVET sector as CDACC embraces CBET

The Members of Parliament, (MPs) from the Education Committee are pushing for stronger oversight in the Technical Vocational Education and Training (TVET) to strengthen integrity and relevance.

Speaking during a consultative session with the Technical and Vocational Education and Training Curriculum Development, Assessment and Certification Council (TVET CDACC), held on June 23, in parliament, the committee members voiced several concerns during the session, particularly relating to quality assurance mechanisms, the reliability of assessments and institutional preparedness.

The session, chaired by Kasipul Kabondo MP and committee Vice-Chairperson Eve Obara, provided a platform for mutual engagement and information sharing between lawmakers and the council, which is tasked with developing curricula, assessing skills and certifying competence across the TVET sector.

While addressing the committee, TVET CDACC Chairperson Prof. Ahmed Ferej gave a comprehensive overview of the Council’s structure, operations, key achievements and strategic trajectory.

He reiterated the Council’s focus on aligning training with workforce demands through the Competency-Based Education and Training (CBET) model.

“Our vision is to be a center of excellence in curriculum development, assessment, and certification that produces a globally competitive and skilled workforce,” said Prof. Ferej. “We are moving away from an exam-based system to a more formative assessment model that provides continuous feedback to learners, enabling their growth and adaptability to evolving industry demands.”

Kitutu Masaba MP Clive Gisairo questioned the adequacy of facilities in some training institutions, citing past oversight visits where key equipment like printing presses were lacking.

Echoing the concerns, Narok County MP Rebecca Tonkei demanded assurances around the integrity of the assessment processes and protection of examination materials from potential malpractice.

Luanda MP Dick Maungu stressed the importance of uniformity in curriculum implementation across TVET institutions, noting, “We must avoid the production of underprepared graduates due to inconsistent training standards.”

Responding to the queries, TVET CDACC CEO Prof. Kisilu Kitainge reassured the Committee of the Council’s firm protocols for securing assessment quality and integrity. “We have developed a fool-proof manual for the dissemination of assessments and have also taken over the cost of administering assessments to ensure inclusivity across all levels of institutions,” Kitainge stated.

He further highlighted the Council’s frequent quality audits, mandatory trainer certifications and rotation of examiners across institutions to guard against bias.

He noted that assessments are conducted in partnership with accredited institutions such as the Kenya Accountants and Secretaries National Examinations Board (KASNEB), the National Industrial Training Authority (NITA) and the Kenya Agricultural Research Organization (KARO), among others.

Eve Obara reiterated the Committee’s steadfast support for strengthening the TVET sector’s integrity and relevance. She said members remain committed to ensuring that Kenya’s education system produces competent, job-ready graduates aligned with national economic priorities.

The consultative session was held as part of efforts to reinforce collaboration and sharpen oversight on Kenya’s competency-based training initiative.
