MPs propose laws to govern implementation of audit reports, address complacency in TVETs

Members of Parliament, MPs in the Public Investments Committee on Governance and Education have proposed for well-structured Laws to govern the implementation of audit reports and address the consistent show of complacency by Principals of Colleges and TVETS on resolution of Audit Queries.

The Committee Chaired by Wanami Wamboka MP, Bumula also resounded alarm on the recurrent failure by heads of Higher Learning institutions to resolve concerns flagged by the Office of the Auditor General on their financial statements.

The proposal comes following meetings with Sikri Technical and Vocational College, Aldai Technical Training College, Mosoriot Teachers Training College, Tambach Teachers Training College, Emgwen, and Kapcherop Technical & Vocational College.

Speaking during the meeting with Sikri Technical and Vocational College’s Principal Evans Oyoo who displayed minimal knowledge of the happenings at the school, the Committee chairman expressed the need for clearer Laws on how to deal with such incompetencies.

“The Committee finds you incompetent and clueless, and we have to find a way to have a Law that if someone is consistently in the red, they cannot continue to hold office.” Said Wamboka.

According to the Legislators, the recurrent display of reluctance to address audit issues and efficiently run the learning institutions can be attributed to lack of specific clarity of what should be done once Auditors repeatedly flag certain individuals’ incompetence, and Reports tabled before the House.

“Once these reports by Audit Committees are tabled and there are recurrent issues, we need to find ways to deal with the individuals while still in office.” Stated Mark Mwenje.

Despite there being Laws like the Public Procurement and Asset Disposal Act, the MPs feel that there are gaps in accountability, that need very specific legislation to address, and have since initiated the process of bringing the proposal to life through the Parliamentary Directoral of Legal Services.
