Bomachoge Chache Member of Parliament (MP) Alpa Miruka has decried the dilapidated state of Early Childhood Development and Education (ECDE) classrooms in the area.
The MP who spoke to the public at Ogembo town said that the ECDE sector was devolved to the county governments but its impact had not been felt in his Constituency so far.
He called for an elaborate framework from the Kisii county government on how the ECDE sector shall be managed.
“ECDE is very important because it sets the foundation for the learner. If it is tampered with, that will be tantamount to bewitching the learners for the rest of their lives,” he said.
The legislator said that he will table a motion in Parliament to call for return of the NG-CDF funds due to its important role in developing various sectors in the community especially education.
Miruka appealed to all politicians not to politicize the return of funds because without it many bright children from poor backgrounds shall lose access to education.
He said that the kitty was modelled on the main objective of taking services nearer to the citizens therefore suspending it would be reversing its inherent purpose.
The MP cited Egetuki Medical College that was built using the fund and is benefitting students to a great extent.
He praised the Kisii County governor Simba Arati whom he said convened a meeting with all MPs from the county to forge a way forward regarding projects duplication.
“We need to harmonize available resources from both governments in order to realize quality education in all our learning institutions,” he said.
In an earlier parliamentary sitting, the Assembly Speaker Moses Wetangula directed the Majority leader Kimani Ichung’wa and Budget and Appropriation Committee Chairman Ndindi Nyoro to engage Treasury Cabinet Secretary Njuguna Ndung’u to issue a statement concerning the fate of the Constituency Development Fund.
According to Chief Justice Martha Koome, the NG-CDF was declared null and void because it offends the division between National and County governments.
